BOISE, Idaho (AP) — A Boise attorney says he will challenge three-term U.S. Rep. Raul Labrador for Idaho's 1st Congressional District. James Piotrowski, a Democrat, announced Monday that he was frustrated by Labrador's obstructionist method of politics. This will be Piotrowski's first time running for office.

Labrador, a Republican, has solidly defeated Democratic opponents since taking office. He is a member of the House Freedom Caucus, which is made up of Congress' most hard-edged conservatives. Piotrowski, 48, unsuccessfully represented health care providers in a legal battle against the state of Idaho over Medicaid payments.

The Supreme Court ruled in a 5-4 decision last year that the providers don't have the right to sue the state over its Medicaid reimbursement formula. Idaho's 1st congressional district includes the northern half of the state and snakes down to the western part of the Treasure Valley, including parts of Boise.
