POCATELLO, Idaho (AP) — A former Idaho State University professor has filed a judicial misconduct complaint against a federal judge, alleging an appearance of impropriety. The Idaho State Journal reports that Habib Sadid filed the complaint against U.S. District Court Chief Judge B. Lynn Winmill of Pocatello in April. The Ninth Circuit Court of Appeals is expected to rule before the end of the year. The complaint doesn't accuse the judge of actual misconduct. It alleges that the judge's association with Idaho State University and John A. Bailey Jr., an attorney who lives next door to the judge in Pocatello, created an appearance of impropriety in court cases that came before the judge, including one which Sadid filed in 2011.

The complaint says Bailey and his law firm represented the university or its officials in the lawsuits brought before the judge. The newspaper contacted Winmill, who declined to comment on the complaint. It says Bailey also did not respond.
