Twin Falls Police Serve Multiple Search Warrants at Massage Parlors

According to a press release from The City of Twin Falls: On August 26, 2024, at approximately 10:30 AM, Twin Falls law enforcement officials carried out a coordinated raid on four massage parlors in the city as part of an ongoing investigation into illegal activities. The Twin Falls Police Department, in collaboration with the Twin Falls County Sheriff’s Office, Jerome County Sheriff’s Office, Idaho State Police, and the Mini-Cassia drug task force, executed four simultaneous search warrants.

The massage parlors involved in the investigation were:

  • Perfect Massage in the 500 block of Addison Avenue West
  • Dragon Massage in the 1300 block of Addison Avenue East
  • Massage 404 in the 400 block of 2nd Avenue East
  • Sunflower Day Spa in the 1200 block of Addison Avenue East

Arrests and Charges

During the raid, four individuals were arrested and charged with felony procurement of prostitution, as defined under Idaho Code 18-5602. The individuals arrested include:

  • Gaili Xing
  • Salmin Kahn
  • Limin Xu
  • Salmin Kahn (the only male suspect)

A fourth woman has been identified as a victim.

Idaho Code 18-5602 states that any person who induces or procures another individual to engage in commercial sexual activity is guilty of a felony, punishable by imprisonment for a minimum of two years and up to twenty years, and/or a fine ranging from $1,000 to $50,000.

Investigation and Community Support

The investigation has been ongoing for several months, spearheaded by the Twin Falls Police Department’s Special Investigations Unit alongside the Twin Falls County Sheriff’s Office. The Twin Falls Police Department expressed gratitude to the multiple law enforcement and community organizations that assisted in the effort. Translators from the FBI and Idaho State University, along with victim witness coordinators from the Twin Falls Police Department and Community Outreach Behavioral Services (COBS), played vital roles in aiding the investigation.

Statement from Chief Craig Kingsbury

Chief Craig Kingsbury commented on the raids, reaffirming the City of Twin Falls’ commitment to maintaining a safe and family-friendly community. He emphasized that businesses engaging in human trafficking for sexual purposes will not be tolerated and assured the public that further criminal charges could be forthcoming as the investigation unfolds.

"The City of Twin Falls is a family-friendly community, and businesses that traffic human beings for sexual purposes will not be tolerated here. The Twin Falls Police Department will continue to work with our partner agencies, including our federal partners, and more criminal charges may be filed in the future,” said Kingsbury.

Ongoing Investigation

This investigation remains active, with federal law enforcement agencies now involved. The authorities are working to identify all potential victims, and additional arrests or charges may occur in the future. The Twin Falls Police Department reminded the public that all suspects are presumed innocent until proven guilty in a court of law.
