UPDATE: Bicyclist Hit and Killed South of Kimberly
UPDATE, 3:35 p.m.: According to the Idaho State Police, Winnett has been arrested for misdemeanor vehicular manslaughter and felony leaving the scene of a fatality crash.

KIMBERLY, Idaho (KLIX)- Idaho State Police have identified the bicyclist hit and killed by a car early Wednesday morning.
ISP says Ryan Franklin, 34, of Filer, was riding west on 2900 North on a bicycle and was hit by a Jeep. Police say Hollie Winnett, 32, of Hollister, was driving the Jeep also going west. The impact knocked Franklin off his bike and onto the side of the road.
Franklin had been wearing a helmet but succumbed to his injures at the scene. Winnett did leave the scene of the crash and later returned according to police. The county road was blocked for about 3 hours while police investigated the crash.
